TWP Release and Discharge
Rapides Parish TWP is a local transitional-work placement listed by DPS&C. It is not ordinary unrestricted community status. Participants can work in the community while remaining in custody, and the program assignment can precede release under supervision or final sentence completion. The work site, daily movement, or absence from a standard custody roster does not prove the sentence ended.
A person can leave TWP for community supervision, full-term discharge, another program, a Rapides detention center, DPS&C placement, or an outside custodian. The record must identify the authority and destination. When the person is legally in state custody, DPS&C controls the sentence and supervision record. RPSO or the program can document the local movement and actual departure from this placement.
Confirm a TWP Release
Start by identifying who had legal custody during the program placement. Search the RPSO New World history with “In Custody” unchecked and review the complete booking sequence. A local Release Date can close one displayed booking, but a move into TWP or another site may follow. Search Louisiana VINE/LAVNS when DPS&C authority is involved. DPS&C says LAVNS includes imprisoned people and those under probation or parole supervision.
Use a status sequence that keeps placement, release, and discharge separate:
- Match the person, booking number, dates, and Rapides facility or program.
- Ask whether the event was admission to TWP, departure from TWP, or final discharge.
- Request the dated release or transfer record plus the named destination.
- Check LAVNS for state custody or community-supervision status.
- Obtain DPS&C discharge or supervision closure when the exact end date matters.
The Rapides Parish release search provides the full local and state chain. VINE is useful for a quick status or notification, but it is not a certified final-discharge record and its data can lag.

The published directory names a director, but personnel can change, so route requests through the listed program and records contacts. No official fixed release time, gate, family waiting rule, ride service, or property-return process was found. Confirm current instructions before an in-person visit.
TWP Custody and Work
RPSO says the program houses about 315 transitional-work offenders. The figure describes the program’s scale but is not a live count. Work in the community is a program feature, not proof of parole, probation, or discharge. The participant remains assigned to custody until an authorized release, transfer, or sentence event changes that status.
The sentence may continue after daily community work begins. A projected date is also not an actual discharge date. DPS&C’s telephone locator can provide a projected release date when applicable, while LAVNS may show prison or community-supervision status. The final dated record must establish the actual change. If supervision begins, the person is outside the program but has not necessarily completed every part of the sentence.
Federal Transfers After TWP
The USMS Rapides detention agreement names the detention site at 700 Murray Street, not the TWP address. A TWP participant could still move through another Rapides center before federal custody continues. Ask for the full local transfer chain and the final receiving agency rather than treating the program exit as release.
Use the federal docket or USMS path for pretrial federal custody. The BOP locator applies to federal sentence and release history. If ICE is named, use the ICE locator and field office, but a no-match does not prove release. The local record must show whether the person was delivered to an outside custodian.
Note: A move from transitional work to an outside agency remains custody unless the receiving record shows otherwise.
Rapides Shared-Site Records
The official Rapides facility directory lists Detention Center II and Rapides Parish TWP (C) at the same street address and telephone. That does not make them interchangeable. Center II is described as a contract-labor correctional setting, while TWP is a distinct transitional placement. A move between them may change program status but not legal custody.
Name the program and ask for internal transfer dates. A request should cover all Rapides sites if the prior or later placement is unclear. TWP Sentence Confirmation
The court record explains a local sentence or modification. Ninth Judicial District minutes may show the judgment, credit, probation, completion-related order, warrant, or later change. RPSO and the program document physical placement and departure. For a state sentence, DPS&C owns the computation and final discharge or supervision record. Each source has a limited job.

A court order that changes one case may not end another hold. Likewise, departure from TWP may lead directly to supervision or another custodian. Careful terms keep work access from being mislabeled. “Placement” means assignment to the program. “Community supervision” means the person is outside prison or jail but remains under an agency’s supervision. “Transfer” means another facility or custodian received the person. “Discharge” is the documented end of the sentence or supervision term.

Final release from TWP should be supported by a dated record and a status after departure. Start with the local program or booking history. It should identify when the TWP placement ended and whether the person moved to the community, another Rapides site, DPS&C, or an outside agency. If the public screen gives only a date, ask RPSO Jail Records for the release authority, destination, and transfer documentation. A simple absence from the current roster cannot supply those facts.
Next, identify the sentence custodian. For a local sentence, compare the Ninth Judicial District minutes and RPSO release entry. The court can show sentence completion, credit for time served, probation, or a later modification. RPSO supplies the physical departure. For a state sentence, the DPS&C computation, discharge record, or supervision record controls. The strongest result may show release under supervision rather than complete discharge. LAVNS can display community-supervision status because DPS&C includes probation and parole records in that system.
